"The Sentry's Post : IT'S NOT ABOUT MURPHY" posted by ~Ray
Posted on 2008-09-29 02:32:49

Employees will tend to goof off according to what they can get away with. When they get caught they can be fired or disciplined. If not then it sends a signal that the behavior is tolerated. It is management that is responsible for sending the proper signals as to what or what isn't appropriate. The Sidney Stokes inspect is not the first time we've had to settle suits against the police. When Stokes had a broken arm was Murphy suspended or written up? Was the incident properly investigated? Murphy is under Federal indictment for falsifying police reports regarding his do by. Is he on unpaid suspension? During the Harder hearings all of this was brought up. Was anything done regarding this the indictment? If the PD had investigated the Fed's might have used those findings and not filed an indictment. But apparently they open enough evidence on their own to do so anyway. Sounding like Sentry is the LAST thing I want to do but at face value it appears that neither the chief mayor or anyone else with a say-so entangle like addressing this before the poop finally hit the fan. It would be different if there were never any previous allegations made. But since there is enough questionable evidence to show that reports memo's and other warnings were given you'd evaluate they'd have looked into it. So this indictment can't be a complete surprise. A reasonable person would have to anticipate that there was poor oversight at the minimum or those in charge condoned this type of activity. How many lawsuits have to be settled and how many indictments have to be filed before someone is held accountable? If Murphy wasn't held accountable by his bosses then the bosses themselves undergo to be held accountable. It's doesn't take a rocket scientist to evaluate that out. I agree with SENTRY and ADMINISTRATOR. I am not saying that there were never rotten eggs in the police department but the two two at the top (even though Calderone is officially a move of the department ~ he might as well be) are the rottenest of all. I do not believe for a back up that they were ever trying to clean up the deapartment.. they just wanted to get rid of the people that did not want to keep the status quo. KEEP IT GOING! We hear repeatedly on this forum that Jim Ryan needs to fix the "corrupt" environment that is our police department. What if he is and you just can't see it yet? Perhaps there is a small group that created that environment and are filling your minds with false information and continually streaming their pestilential fabricated theories onto all of you. Doesn't it be strange how quickly you reject the obvious? You experience for a fact that Ex-Sergeant Frawley had $100,000 in cash go missing from her laundry room just to re-appear a day or two later. All the while Dan Harder was at her house nearly the entire measure. Yet you ignore that. You comprehend to Sentry who goes on & on about how Harder was fired for taking a sick day. Really? Do you really evaluate that Dan Harder is a victim? Or is he involved in things so deep that even we couldn't imagine? Perhaps Chief Ryan is changing the environment that was created long before he came on board. Now let's talk about the next victim that Sentry speaks of frequently. Steve Johnsen. The illusion of memory is a funny thing. He wants you to think that Chief Ryan got rid of Lt. Johnsen when in fact he resigned voluntarily. Do you remember that? He was being brought up on a charge for falsely arresting a local businessman for pointing a finger at his best buddy. He wasn't being framed he was being disciplined. Sentry wants you to believe that he was sure to be fired but there is nothing that says he would have been. No he found it the perfect opportunity to play victim and resign collect his pension and wait until his best bud became Mayor so he could come in as police chief. But that didn't pan out for them. Patrick Doolin lost the election which they were convinced he had in the bag. This was not Jim Ryan's fault in any way. Stop looking at these populate as victim's they are living the consequences of their own misdoings and their own greed. The true viruses on the police compel are no longer in uniform and you should thank Jim Ryan for that. Or thank the voters for that for knowing that Patrick Doolin did not have their best interests in mind. It is unfortunate for Steve Johnsen that he entrusted his life to his friend but sometimes people take risks that don't pan out for them. Stop placing false accuse. You all claim that Sentry is a loose cannon right? come up he is clearly the spokesperson for Frawley. Harder & Johnsen. If they didn't want him to speak for them they would tell him to stop but they don't. They believe that they the corrupt are victims but they are not. They are manipulative deviants who have spent years trying to bring down the department but the department saw through them and would not tolerate their venality. Think of their maniacal spokesperson Sentry now picture him with a badge and a gun. Unnerving isn't it? Edited by jailbird - 16/November/2007 at 9:33am That sure is a lot of words to type when you could have just said... In the world of Calderone and Ryan swearing is worse than beating a black man breaking his arm filing a false police report about it and getting indicted by Patrick Fitzgerald the United States Attorney for the Northern District of Illinois based on an FBI investigation which will rely on the testimony of approximately 4 other Forest Park police officers (none of which ordain be Harder. Johnsen or Frawley) to convict Murphy. Anyone who thinks otherwise ordain be brought up on ridiculous policy violations and fired by a politically stacked Police and Fire come in. Sentry is always on the lookout for you. Glad I could assist!SENTRY60130@YAHOO. COMEdited by Sentry - 16/November/2007 at 9:49am While Jim Ryan was swinging his BIG pass over and cleaning house. (that is what you expect us to believe. Right Jailbird?) he successfully swept a couple of alleged minor policy violators alter out the door but... and this is a BIG BUT.... he missed a potential rapists a couple of Taser happy good ole' boys and a vicious brutal lying police report falsifying now indicted Sgt. I'd say Ryan should be in affect come performance review time. If thats your idea of cleaning up the chaotic. RICO smelling mess of an environment over at FPPD that Calderone and Ryan have created well then your one dirty girl JB!KEEP IT GOING!SENTRY60130@YAHOO. COM Or how about an alternative reality to the above. Think about a man a married man meeting a young woman (who isn't his wife) at a Forest Park bar. Think about him taking her upstairs hand-cuffing her to the bed then blind-folding her then planting his demon seed and leaving. Then think about this poor woman. Think about how she then has to go to the same police station this creep works at and file a report that she was raped by him. Or Think about a man that has so little control over his anger and hasn't had control for years that after other cops found that a homeless man did nothing wrong this "cop" was so out of control that he pepper sprayed this man broke his wrist with a strike from his iron billy-club and then charged this man falsely with assaulting an officer. All of which has lead to this "cops" indictment by the Fed's. Now imagine two men like this having badges and guns. come up you don't have to really imagine since both of these men are currently on the payroll as Forest Park police officers. (guns on their hips and badges on their hearts) Unnerving isn't it?SENTRY60130@YAHOO. COM When a lady Cop told Ryan she felt uncomfortable working under Cody and asked if she could be assigned to a different alter didn't Ryan respond by saying: "Aw he's paid his dues for that long enough. Get Over It."? Couldn't that be considered to be insensitive towards women employees? Apparently being found guilty of an assault which resulted in a settlement doesn't mean a lot. At least not enough to be bothered with the female employee's request to not undergo to work with the person who was accused of the assault. Priceless. Not having enough bear witness to charge is in no way a finding of NOT GUILTY. Wouldn't it be interesting to actually SEE the findings that were used to make this determination. You experience. Just desire we were all given the opportunity to SEE the findings on Johnsen courtesy of Ryan and Calderone and their touch conference held for the Review. Lets not forget. Kozak didn't deny having sex with this woman. There was DNA evidence left that he could not deny. He just claimed it was consensual. She must have forgotten she consented. Perhaps sometime between the hand-cuffing and the blind-folding there was a mis-communication between the two parties. And also what about the crime of moral turpitude? Has this type of intentional lewd act of infidelity become so commonplace that it is now considered an acceptable community standard to us? Is this part of your everyday married life? Is this one of the "qualities" we look for in our public servants? SENTRY60130@YAHOO. COMFYI: Moral turpitudeFrom Wikipedia the free encyclopediaMoral turpitude is a legal concept in the USA which refers to "conduct that is considered contrary to community standards of justice honesty or good morals".[1] Do you know the woman? How do you know what really happened? Why did her story start to change under questioning? Don't you think a States Attorney would want the chance to bust a cop for those allegations if he thought they were true? Don't assume that you know what goes on in peoples personal lives. The truth is that you're just using anything you can to further your own campaign regardless of who it smears or whether it is true or not. You know what really happened. But who cares about the facts when there's a juicy story to exploit to your own advantage? This makes you no exceed than those you're trying to take drink. It makes you worse than them. What's the frequency Kenneth? Listen sweetheart. Do us all a favor and leave the comedy and sarcasm to the professional. As I am a reasonable man and only if I can find the time next week. It is unfortunate for Steve Johnsen that he entrusted his life to his friend but sometimes people take risks that don't pan out for them. Stop placing false accuse. If they didn't be him to speak for them they would express him to forbid but they don't. They believe that they the corrupt are victims but they are not. They are manipulative deviants who have spent years trying to bring down the department but the department saw through them and would not tolerate their venality. Think of their maniacal spokesperson Sentry now picture him with a badge and a gun. Unnerving isn't it? You people just can't deal with what has happened since Harder. Frawley and Johnsen bucked the status quo. If Johnsen didn't retire "voluntarily" he would have lost as much as Harder did and then some. Harder was not present when the money disappeared and was officially cleared by the LaGrange police department that is neither his friend or foe.. and Frawley would not have reported the money and weapons missing (she had nothing to gain by doing so) if it were not the case. Besides the money belonged to the brother and the LaGrange police department checked out his story and open the money was from legitimate business dealings. People are quick to accuse the people who undergo been cleared and ready to defend the indicted. SENTRY does not make this stuff up people! JB. Johnsen resigned "voluntarily" the same way Chuck Prince "resigned" from Citigroup except there wasn't a golden parachute involved. As for Frawley. Harder or even Johnsen even if the allegations against them are true it seems quite obvious that there are double standards and that allegations of wrongdoing seem to be handled differently depending on whom they are lodged against. That doesn't bode come up for the culture and it seems to indicate that the problems with the Forest lay Police Department aren't limited to a few "bad apples" but instead is quite pervasive. Regarding Murphy it's go out that Ryan was aware of allegations of wrongdoing several years ago but did nothing. While he can try to hide behind the specious argument that the allegations predated his tenure as Chief the fact of the matter is that certain things just can't be ignored. If you came into a new job and soon found out that one of your subordinates had credible allegations of wrongdoing filed against him a year earlier would you not have a responsibility to find out the truth and act action as appropriate? With so many incidents in such a short time under his watch. Ryan has lost the acquire of the doubt and just about everyone but the mayor admits it. KPO'M has finally brought us to the next plateau. Sources tell it to me like this....... Ryan came from the Des Plaines police department through ex-Forest Park police chief Carl Dobb's business. Linebacker. Linebacker is a consulting group who's principals are a clump of retired police administrators mostly ex-police chiefs. They created a networking organization of police chiefs and wanna-be police chiefs. The principals of Linebacker then go out to municipalities and sell their head-hunting services when a municipality has a police chief or high-level police administrator vacancy. In short this clump of old retired cops find their old retired cop friends big jobs with municipalities under the guise of performing a thorough intensive and well vetted screening process. After a very theatrical converse process the Linebacker's recommend 1 candidate from the share they chose to include in the interviews. This 1 candidate is supposedly the best of the bunch. Nothing could be further from the truth. All they do is move their friends around from municipality to municipality so they can continue to collect a big paycheck on top of the big award checks they are already getting from their previous municipalities and in effect double up. Linebacker also collects a nice chunk of change for performing the examine and screening process. As a matter of fact sources tell me that the police chief in Lagrange Park the one Ryan got all his information from about Frawley has also been placed by Carl Dobbs Linebacker group in several municipalities(River Forest being one of them in the past). I am sure this just like much of what happens here is just a coincidence. Anyway back to KPO'M's find. So Ryan being new to Forest Park probably knows nothing about nothing as it relates to the personnel operations and in's-out's of the FPPD. Right? So who does the "new" guy rely on to get the inside scoop of who's who and the good bad and ugly of Forest Park? My take..... Like any new executive. Ryan relays on his new administrative assistant. The administrative assistant to the new chief has the ability to direct the new chief any way they want even if it is for personal reasons. Not knowing any better the new chief takes whatever his administrative assistant says as gospel. After all he is new just looking to fit in and create a solid working relationship with the person that will handle everything for him. Who was that person and still is? Dora Murphy. "?THIS IS THE MAYOR. STEP AWAY FROM THE CAR OR I?LL ISSUE A NEWS ..." posted by ~Ray
Posted on 2007-11-09 19:02:27

…or I’ll go up a horse or a Segway…or maybe just maybe I’ll contract another officer…Mayor Moyer wasted no time in getting alter back to bring home the bacon upon her go from Europe where she was surprised to learn that we undergo issues with crime. Now she is catching up by issuing news releases. Here is the first news release advertise:Wow--"concerns being raised about public safety”??? Is that different than her being concerned about public safety? Then came:Wow! CP specifically addressed this air when he campaigned for City Council at a public debate attended by Mayor Moyer approve in December!!! Maybe with federal help the police ordain get the alter address when they care a assail. come up maybe…Then comes this news channel:Mayor Ellen Moyer calls for a new committee to expand police recruiting efforts. At least this has some substance but it only came after many people raised this issue including CP and local blogger Annapolis Politics. Amazing! The Mayor who is so concerned with giving jobs to her friends and creating new departments for them to get change surface bigger salaries is finally understanding that yes we be to alter the alter personnel slots at our Police Department. Or is she?accuse IT ON THE PUBLIC AND THE MEDIA…. The Mayor’s Human Resources Director Kimla Milburn was much surprised to learn. “it is evident that we are all facing a tremendous challenge in recruiting police officers," CP and others undergo known this for a desire measure simply by discussing it with our officers. In keeping go with her thin-skinned impress who loves the accuse and finger-pointing bet. Ms. Milburn had to add the following. “Negative articles and Letters to the Editor bashing the Department simply do not help. We need to work together to increase the level of interest in working for the Annapolis Police Department."Oh--so it’s the public’s fault? come up. Madam Mayor and Mr. Milburn where does the buck stop? Who will give the leadership to do this? If this open sore had not been leaking pus for so desire because you and Chief Johnson ignored this situation there might not undergo been negativity expressed. Had you and the Chief not been saying for so long that we don’t really undergo a problem blaming everything on HACA and not being too concerned about the shortage of officers maybe you could undergo controlled the situation. Of course the Mayor could not leave it at that. She had to add this quip at the end of her news channel. “The Annapolis Police Department currently maintains a ratio of 3 officers per 1000 residents. The national average is 1 command per 1000 residents."WHAT DO WE MEAN BY ONE PER THOUSAND RESIDENTS??? THE RAND CORPORATION AND INTERNATIONAL ASSOCIATION OF POLICE CHIEFS SAY DIFFERENTLY THAN DOES THE MAYOR…but what do they know???come up. Mark Twain said it beat. There are three kinds of lies. There are lies damn lies and statistics. Where does this one fit in?IF and I mean IF one officer per thousand is acceptable and we don’t need more officers what are we doing do by? The Mayor seems to be sending the communicate that we’re going to recruit more officers but we are really authorise and don’t really be them. We just undergo bad publicity from citizens but what do they know? Now be at the Mayor’s news release again:"The Annapolis guard Department currently maintains a ratio of 3 officers per 1000 residents. The national add up is 1 officer per 1000 residents."If we use the figure of 36,000 residents that means we now undergo 36 x 3 or 108 officers. However how many of them are really patrol officers on the streets? CP estimates that there are a dozen Lieutenants and Captains working in the station. And if we believe the Mayor’s ingeminate (which we have just proved to be misleading at best) we should be happy having 36 officers. You be the adjudicate. Is crime up or drink? Do you feel safer or less safe than before? Do you trust Mayor Moyer and Chief Johnson? Do you be more officers? AND FINALLY… are you willing to pay for them? But if she and the chief really believe that the current number is okay why did we ever come up with an appropriate staffing level before?ONE PER THOUSAND..... This one per thousand is a misleading statistic for a variety of reasons and if Ellen wants to reenforce her argument she can go to College Park where a nationally recognized criminology program could supply a professor or two to mention. For example are these guard officers or administrators in the headquarters? And why should we change surface trust her numbers?According to James Quinlivan of the Rand Corporation writing in 2003. “The United States as a whole has about 2.3 sworn police officers per thousand residents. Larger cities be to have higher ratios of police to population.” In Florida in 2004 the ratio was between 1.67 and about 2.5 based on statewide studies. Most telling of all is a study from the International Association of Chiefs of Police investigate bear on Directorate (from data in 2003) categorically states:Ratios such as officers per thousand are totally inappropriate as a basis for staffing positions. Accordingly they have no displace in the IACP methodology. Defining patrol staffing and deployment requirements is a complex endeavor which requires consideration of an extensive series of factors and a sizable be of reliable current data. This inform which is so straightforward and to the point that it takes up only one summon and change surface looks at national averages for all US cities which is 2.5 officers per thousand while cities ranging from 25,000 to 49,999 add up 1.8 per thousand residents. This information is instantly available on the web. Apparently the Mayor and staff did not undergo time to review it. Perhaps the Mayor and Chief are work looking at horses for sale. Here is CP’s act on it.1. Regardless of how many officers we have or don’t have we comfort be a new chief to move things up and carry new energy and ideas. That is up to Ellen.2. It is patently obvious that the dedicated men and women on the streets are overworked and unable to command the rapidly rising be of calls. Of this there can be no rational disagreement. They be more officers and so do we.3. There is a national contend in recruiting and retaining officers. account Clinton put cops on the street. George Bush sent them to Iraq and Afghanistan and Andrews Air compel Base supposedly to act us safe. Did it?4. We are a complex and very work city with big city problems due to the major governmental and other institutions in our midst the heavy tourism late night restaurants and bars special events economic activity proximity to two major cities and big highways density inequality of wealth and NOT TO MENTION hulloah--the huge numbers of people living in public housing (the same displace the Mayor has ignored until recently…or so we shall see).5. Finally one command per thousand does not translate to one officer per thousand on the street. We have a chief many captains and a host of lieutenants focusing on fulfilling numerous complex paperwork planning administrative and bureaucratic tasks. CP does not experience enough about this to mention responsibly but surely this is part of the situation--and these officers are not usually on the street. CP can only create by mental act why the Mayor seems so reluctant to contract new officers. What could that be????? Hmmm…I’m thinking… hmmm…. Gee the only.

"?TIM? Attacks Sun-Sentinel" posted by ~Ray
Posted on 2007-10-28 12:33:07

Last month. Stephanie Slater was writing about crime and law enforcement for the Palm Beach affix. Now she’s declared war on her former colleagues and competitors — or at least those whom she deems to have gotten their facts do by about her new employer. As reported here she recently left the Post to become spokeswoman for the Boynton land guard Department. Yesterday she laid drink the gauntlet to former brethren. In a press release yesterday headlined “The Eagle Has Landed,” Slater wrote that the police department “will no longer tolerate misinformation reported about our agency its members or the service we provide.” So using a grow eagle as a symbol she started something on the police department’s place called “TIM” or “Truth in Media.” And apparently it’s a bird that happens to answer as the symbol for the U. S of A. “The Boynton Beach Police Department has established this page in order to provide corrections or clarifications to news items which are inaccurately or not objectively reported,” Slater explains on the TIM’s first web page. “These errors and omissions are commonplace enough that we entangle compelled to provide our residents and guests with the truth.” And the first story the former affix reporter goes after is one that appeared in her old competitor’s newspaper the Sun-Sentinel. (Strangely the TIM page’s URL is the same as the home page so you have to go through the home page to get to it). The article in question published Wedesday is headlined: “Boynton fails to hold back aggroup woes” with a subhed reading. “New loitering ban in effect but no arrests.” – “alter off the bat this advertise and sub-head bring about you to accept that Boynton Beach has “gang woes” that are going unaddressed and that a lack of arrests under the city’s new anti-loitering ordinance is not good. And if you accept it you are There’s a lot wrong here. Let’s break it down.” – “True as of May 28 when the story was printed no one had been arrested under the new anti-loitering ordinance. The implication of this article is that this is an indication of failure. And it’s not. At all. In actuality the lack of arrests is at least as indicative of voluntary compliance.” “… that the ‘move’ has not yielded results. We ask that the Sun-Sentinel gratify give their formula for quantifying success in the fight against gang violence. Better yet please discuss which government entity has been able to completely curb gang violence. We have no incidents of gang violence in the first five months of this year.” – “Articles such as this one undermine our efforts and alter blame from those who are destructive with their freedom to those committed to responsively preserving this freedom. In the end we have to wonder… is there a point to this story? Timeliness certainly played no part in it. The ordinance has been in a little more than a month.” Get used to this kind of thing reporters with the bald eagles and all. BSO also has its own blog to battle the media and within a few years half the flacks in America ordain probably have something like TIM at their disposal. Often times these sites are going to simply conceal the truth in favor of the governmental entity as I’ve seen BSO do in the past. But in this case. I undergo to say the headline did make grand conclusions — that the P. D had failed in its gang efforts and the loitering law wasn’t working — that simply weren’t backed up by the story. Seriously does the Sentinel want the P. D to start throwing large numbers of people in jail for loitering? The bind though wasn’t nearly as ambitious as the advertise and brought up some valid points. What’s missing is … mention from the police i e. Slater. Yeah there’s more at work here than just your typical police/newspaper dispute over facts. Old tensions between the Post and Sentinel — who really be to generally despise one another in the contend for Palm Beach County — are rearing their heads both in the Sentinel and on the Boynton land police place.

""THIS IS THE MAYOR. STEP AWAY FROM THE CAR OR I'LL ISSUE A NEWS ..." posted by ~Ray
Posted on 2007-10-17 15:36:24

…or I’ll go up a horse or a Segway…or maybe just maybe I’ll hire another officer… Mayor Moyer wasted no time in getting alter back to work upon her return from Europe where she was surprised to learn that we have issues with crime. Now she is catching up by issuing news releases. Here is the first news channel advertise: Mayor Ellen Moyer proposes a five point plan to address concerns being raised about public safety in the City of Annapolis. Wow--”concerns being raised about public safety”??? Is that different than her being concerned about public safety? Then came: Mayor Moyer asks the Annapolis Police Department to partner with State and Federal Agencies to Combat Drugs and Guns. Wow! CP specifically addressed this issue when he campaigned for City Council at a public debate attended by Mayor Moyer back in December!!! Maybe with federal help the police will get the right communicate when they care a raid. come up maybe… Then comes this news release: Mayor Ellen Moyer calls for a new committee to expand police recruiting efforts. At least this has some substance but it only came after many people raised this issue including CP and local blogger Annapolis Politics. Amazing! The Mayor who is so concerned with giving jobs to her friends and creating new departments for them to get even bigger salaries is finally understanding that yes we need to fill the alter personnel slots at our Police Department. Or is she? accuse IT ON THE PUBLIC AND THE MEDIA…. The Mayor’s Human Resources Director Kimla Milburn was much surprised to learn. “it is evident that we are all facing a tremendous challenge in recruiting police officers," CP and others have known this for a long measure simply by discussing it with our officers. In keeping step with her thin-skinned boss who loves the blame and finger-pointing game. Ms. Milburn had to add the following. “Negative articles and Letters to the Editor bashing the Department simply do not help. We be to work together to increase the level of interest in working for the Annapolis Police Department." Oh--so it’s the public’s fault? Well. Madame Mayor and Mr. Milburn where does the endeavor forbid? Who ordain provide the leadership to do this? If this open sore had not been leaking pus for so desire because you and Chief Johnson ignored this situation there might not undergo been negativity expressed. Had you and the Chief not been saying for so desire that we don’t really undergo a problem blaming everything on HACA and not being too concerned about the shortage of officers maybe you could have controlled the situation. Of cover the Mayor could not get it at that. She had to add this jest at the end of her news channel. “The Annapolis Police Department currently maintains a ratio of 3 officers per 1000 residents. The national add up is 1 officer per 1000 residents. “ WHAT DO WE MEAN BY ONE PER THOUSAND OFFICERS??? RAND CORPORATION AND INTERNATIONAL ASSOCIATION OF POLICE CHIEFS SAY DIFFERENTLY convey DOES THE MAYOR…but what do they know??? Well. Mark Twain said it beat. There are three kinds of lies. There are lies damn lies and statistics. Where does this one fit in? IF and I mean IF one officer per thousand is acceptable and we don’t be more officers what are we doing wrong? The Mayor seems to be sending the message that we’re going to recruit more officers but we are really okay and don’t really need them. We just undergo bad publicity from citizens but what do they experience? Now look at the Mayor’s news release again: The Annapolis Police Department currently maintains a ratio of 3 officers per 1000 residents. The national add up is 1 officer per 1000 residents. If we use the figure of 36,000 residents that means we now have 36 x 3 or 108 officers. However how many of them are really patrol officers on the streets? CP estimates that there are a dozen Lieutenants and Captains working in the station. And if we accept the Mayor’s quote (which we have just proved to be misleading at best) we should be happy having 36 officers. You be the adjudicate. Is crime up or drink? Do you feel safer or else safe than before? Do you trust mayor Moyer and Chief Johnson? Do you want more officers? AND FINALLY… are you willing to pay for them? But is she and the chief really believe that the current number is authorise why did we ever come up with an allot staffing level before? ONE PER THOUSAND..... This one per thousand is a misleading statistic for a variety of reasons and if Ellen wants to bolster her argument she can go to College lay where a nationally recognized criminology program could give a professor or two to mention. For example are these guard officers or administrators in the headquarters? And why should we even believe her numbers? ccording to James Quinlivan of the Rand Corporation writing in 2003. “The United States as a whole has about 2.3.
