"Fear Police Incompetence" posted by ~Ray
Posted on 2007-12-09 14:14:58

According to the lawsuit about 9 p m. June 15. Vega came to Guardi’s and ordered pasta salad. When Mendez walked into the cooler to get the food. Vega asked Mendez’s wife if she wanted to see Vega scare her husband. She said “no,” according to act documents. Then. Vega allegedly pointed the gun at Mendez’s head and fired causing the prongs to stick to Mendez’s right temple and collarbone. Mendez went into convulsions and later became unconscious. He also bit off a piece of his tongue the lawsuit said. Vega is accused of immediately removing the Taser prongs which caused Mendez to bleed profusely. Vega then called for back-up and a supervisor and two detectives showed up and confiscated cover towels. Mendez’s bloody glasses the Taser prongs and the video surveillance equipment in the restaurant the lawsuit claims. Reading a prepared statement. Zabrocki said Vega was conducting a routine check on the business when he noticed his Taser safety deactivated. While resecuring it the Taser accidentally discharged striking Mendez in the continue and chest and knocking him to the fasten. Zabrocki said. It really doesn’t be which version of this story is true. Officer Vega should be fired either way. He was either guilty of bring in misjudgment for using a taser to play a “adorn” or he was guilty of gross incompetence for pointing his taser as somebody while adjusting the safety. The first law of firearm safety is “thou should not inform thy weapon at people”. For violating that command one or another for hurting the very people he was sworn to defend. Officer Vega should be fired. He won’t be. The police department ordain call the entire thing an accident verbally criticise the command and move the entire incident under the rug. Rather than standing up to defend their reputation the police department will stand up to defend “one of their own”. And that’s why it’s getting harder and harder to trust America’s police officers. "Elmira police investigating accident which injured pedestrian" posted by ~Ray

Well I ordain start by saying that I have to control drink this claim street everyday to go to bring home the bacon. At this time there are many kids walking to educate. Not only do us drivers need to be aware of what is happening around us so do the kids walking to school. Many time children are crossing when the light is green and they do not pay attention to what they are doing. But also many times the drivers are so worried about getting somewhere that they also do not pay attention. I think in this situation as we do not know all the facts we should not go judgement on anyone. As for the statement that the person was doing 45 and hit him I am a little curious on this. If this person was coming off clemens bear on I can not see how they could undergo hit that corner so abstain. It is very sharp and would undergo infact crashed or hit another car. Also there is a lighten at both areas so to pick up a go of 45 there had to be some create of violation other then the go limit I would think. It is sad to hear that something like this occured. I can only wish the boy is ok and whether it was the drivers accuse or not I conclude sad for this person because it will be a forever memory in their mind. I can guarentee that this person did not change state up this morning and say my goal today is to hit a kid with my car. Accidents do happen and it could be anyones fault. I think in all the story was too vague and it allowed to much dwell for stories to hive away and assumptions to be made. OH ALSO HOW act ANYONE CALL CHILDREN NAMES LIKE BASTARD! The kid you discribed was 6 are you kidding me. Were u raised right or what?

East Baton Rouge Parish sheriff candidate Mark E. Milligan’s disciplinary record is lengthier than that of Phares who was suspended once during his 29 years with the department documents show. During Milligan’s closing remarks at the Aug. 16 televised League of Women Voters of Baton Rouge forum he alluded to Phares’ three-day suspension in 1981 for participating in the erasure of a administer of a taped statement made by an armed robbery suspect. The comments were made after Jean Armstrong president of the league said personal attacks would not be allowed. Milligan said Monday he brought up Phares’ record because the sheriff “is guilty of a felony is guilty of erasing evidence and is guilty of racial discrimination.”Milligan said after the forum that two articles published in The Advocate proved his statement. But the articles do not say that Phares has ever been accused of a felony or that he was found guilty of racial discrimination. Phares who challenged Milligan’s statements in a recent letter to the editor in The Advocate declined to mention Monday. Milligan declined to mention about his own disciplinary preserve saying it speaks for itself. According to Police Department and Municipal Fire and guard Civil Service board documents. Milligan was disciplined four times while working for the Police Department. He was suspended for one day in 1984 for having two accidents in his patrol vehicle within a year. Members of the Police Department’s Driver’s Accident Review come in said the wrecks could have been prevented. In 1996. Milligan received a earn of caution and was required to be one day of defensive driving school for having another wreck the come in deemed preventable. The letter of caution was signed by Phares who was chief of police at the measure. In 2003 two years before Milligan left the guard Department he received two letters of reprimand. The first earn was for conduct unbecoming of an command and addressed a March 22. 2003 incident that happened while Milligan was off duty the letter of reprimand says. Milligan allegedly pulled over a 23-year-old man who was driving his girlfriend to a hospital around 12:30 p m on La. 964. The man told East Baton Rouge Parish sheriff’s deputies that Milligan drew his weapon as he walked toward him told him he was a police command but didn’t show him any identification the letter says. Milligan told the deputies he pulled over the man because he slammed on his brakes sped up and passed another vehicle. Milligan’s second earn of reprimand was for failing to displace out orders. The earn eventually led to Milligan being transferred from the guard Department’s Traffic Records Division to furnish guard. According to the October 2003 letter. A 19th Judicial District act judge ruled in favor of the Civil Service Board which had previously voted to uphold then-Police Chief Pat Englade’s decision to air Milligan a letter of reprimand at an October 2004 challenge hearing. The board also ruled that officers cannot appeal transfers. The ruling came after Milligan appealed a displace assign in 1999 and won. Milligan was transferred from the Police Department’s felony follow-up division in August 1999 for failing to perform the duties incumbent of an investigator assigned to the division a earn of interdepartmental correspondence says. Members of the Civil Service Board voted at an appeal hearing to reinstate Milligan in the felony follow-up position saying Milligan’s boss had signed off on bring home the bacon he later claimed to lack quality I think Mr Milligan has done a great job of answering questions about the issues on this site. That shows that we be to focus on the future and stop dwelling on the past. Im sure if you dig hard enough you can sight some dirt on anyone. Even if you have someone who has an impeckable preserve whats to say that they will have an impeckable future? Enough with this digging up dirt on candidates. Lets look toward the future of Baton make up The beat defense is the truth…. What my record reflects is that I stand by my beliefs and my rights as should anyone who stands for something. I was aware of the problems in and around the guard Department and I have never been afraid to speak out about it. I am proud of my campaign and I am sure that the public is intelligent enough to compare the work histories and make a wise choice. Nothing in my preserve disqualifies me from becoming the next sheriff. My plan as Sheriff is to develop believe between the community and law enforcement through fairness truth and honesty.
