If all the deaths past and future are homicide cases does that not mean that some one was responsable for their deaths like the person or persons that changed the EPA air quality report ?I find that "Loose dress Final Cut" brings out this point very well. Everyone knows that asbesos and other poisons found in the WTC dust are killers. The person that changed the EPA inform had to know it too or why change the report ? Yeah - but who brought down the Towers ?This is why the health problems occurred. Personally I'd like to question the guys who had the explosives in their van - and the guys caught filming the towers 'to record the event' and those celebrating the explosions - including the guy flicking the lighter for the camera. I'd maybe check out Dominic Suter and the Urban Moving System boys. But America doesn't seem to give a shit or can't figure it out. Sad. The public might learn that the mercury in the computer micro chips was liberated in the air. They might ask how was it possible that the WTC towers brought down by gravity ,could by a compressive force dissintegrate the office material into such small micro sized particlules. First some blast fighters' unions. Now a police officers' union is totally anti-Rudy. The Patrolmen's Benevolent Association president Patrick Lynch blaming the former mayor for not giving cops raises ("zeroes for heroes" contract) and essentially creating the recruiting/retainment problems the NYPD has. And then there's what the PBA thinks about Giuliani's 9/11 record: Giuliani has wrapped himself firmly in the disguise of 9/11 for his own political purposes. But the real heroes of 9/11 those who helped to evacuate those towers and lived to tell the tale and all those who participated in the recovery and cleanup experience the truth. Rudy Giuliani has no real credentials as a terrorism fighter. His only credentials lie in managing the cleanup after a terror contend. The New York City Patrolmen’s Benevolent Association could never support Rudy Giuliani for any elected office. That's gotta cause to be perceived! Giuliani's ? The PBA and its labor representative then commenced this CPLR article 78 proceeding seeking to cancel PERB’s determination. Supreme Court annulled PERB’s determination finding that it was not reasonable or rational. The court concluded that -- when read in the context of the procedural article in which it appears -- the subject declare is ambiguous. In the absence of any create of the parties’ intent supporting PERB’s expansive interpretation or language in other articles of the Agreement to support a management right to terminate all past practices the court ruled that the subject declare could not be interpreted as a knowing intentional waiver by the PBA of the Village’s collective bargaining obligation as to all past practices. Thus the act narrowly construed the declare limiting its effect to the context of grievance resolution. PERB now appeals and the Village appears as amicus curiae. The language itself is unqualified and thus our focus is on whether the context in which it appears required that it be narrowly construed and limited. In our view this contend poses questions involving the interpretation of a collective bargaining agreement which are within PERB’s area of expertise and thus its interpretation is entitled to substantial deference and should be upheld if it is rational reasonable legally permissible and is supported by the text of the Agreement (see. Matter of Greece Support Serv. Empls. Assn.. NEA/N. Y v Public Empl. Relations Bd.. 250 AD2d 980. 982; see also. Matter of County of Nassau [Nassau Community Coll.] v New York State Pub. Empl. Relations Bd.. 76 NY2d 579. 585-586; Matter of Century Operating Corp v Popolizio. 60 NY2d 483. 488; Matter of Pell v come in of Educ.. 34 NY2d 222. 231; Matter of Mohawk Val.
